GENERAL DESCRIPTION:

Reviews Applications for Permit to Appropriate Ground Water and Statements of Completion and Description of Wells or Springs for technical completeness. Trains, advises, and directs staff in proper procedures, water law, and agency rules and regulations.

 

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.

Inputs and outputs technical records systems (e-permit database)

Resolves problems, discrepancies and deficiencies on petitions, applications, maps and reports in accordance with Wyoming law, rules and regulations.

Assists groundwater appropriators with water right inquiries and filing of water right applications.

Conducts field inspections of groundwater diversions and points of use for adjudication purposes.

Prepares detailed proof inspection reports for adjudication of water rights.

Establishes work procedures for the Administrative Support Staff.

Reviews water right permit applications for technical completeness and content compliance with state regulations.

Provides training presentations to educate agencies and the public.

Formulates detailed correspondence regarding technical issues.

Assists public, agency, other state agencies and federal agencies in groundwater-related issues.

Interprets and administers policies and procedures.

 

Qualifications

PREFERENCES:

Agency preference may be given to candidates with a bachelor's degree in geology, hydrogeology, engineering, environmental, physical or natural science field.

 

KNOWLEDGE:

Knowledge of Wyoming water law; policies, procedures and business practices of the State Engineer's Office; geologic, hydrologic and irrigation principles and practices; well construction; operation of water level and flow measuring devices; legal land descriptions; surveying principles.

Skill in interpersonal, written and verbal communications; managing resources; computer applications (database, spreadsheet, presentation, word processing, GIS software); interpretation, analysis, and reporting of geologic and hydrologic data; use of a variety of geo hydrologic equipment and tools for gathering of ground water data and interpretation.

Ability to develop collaborative relationships to facilitate the accomplishment of work goals and to build strategic relationships among people, work groups and divisions (both internal and external); interact with others in difficult and complex situations to achieve resolution or adherence to laws and/or rules and regulations; present and convey information clearly and concisely to groups or individuals verbally, electronically and in writing to ensure they understand the information.

 

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in The Sciences)

 

PLUS

Experience:

0-2 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Technician

OR

Education & Experience Substitution:

3-5 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Technician

 

NOTES:

FLSA: Non-Exempt

All new hires or rehires starting in a non-exempt position on or after January 1, 2018 are required to be paid hourly.

The mission of the Wyoming State Engineer's Office and Board of Control is to provide for the general supervision and protection of both inter-and intra-state water of this state, including the appropriation, distribution and application to beneficial use of water as provided under the prior appropriation doctrine while maintaining the flexibility within that framework to meet the changing needs of the citizens of Wyoming.
